Plot:
In 1999, a young Zoya watches her father, ISI agent Rehan Nazar, die in a bombing. After his funeral, Nazar's apprentice, Aatish Rehman, persuades her to join the ISI.
In the present day, Avinash "Tiger" Singh Rathore is summoned by RAW chief Maithili Menon for a mission: to rescue Tiger's former mentor Gopi Arya, captured in Afghanistan while seeking intel from the Taliban about a planned operation in Pakistan. After Gopi's rescue, he reveals Zoya's involvement in the mission but passes away from his injuries. Tiger starts monitoring Zoya and later gets assigned to protect RAW agent Jibran Sheikh in St. Petersburg, Russia. Sheikh had collaborated with Gopi and fled to Russia after being exposed in Pakistan. Tiger witnesses Zoya's attempt to kill Sheikh; after saving him, he gets captured by Aatish. Aatish discloses that he coerced Zoya into the assassination attempt by drugging her and kidnapping Tiger's son, Junior.

Tiger and Zoya assemble a team of RAW agents to steal a briefcase containing missile launch codes for Aatish in Istanbul, hoping to secure Junior's release. Aatish frames Tiger and Zoya as traitors, leading to Tiger's imprisonment in a northern Pakistani military facility. In a flashback twelve years earlier, Aatish aimed to disrupt an India-Pakistan peace treaty in Vienna by assassinating an Indian Army General. Zoya secretly informs Tiger after refusing to cooperate. Aatish's wife, Shaheen Baig, tries the assassination but is killed by Tiger. Aatish, denying his involvement, is imprisoned and expelled from the ISI.
Tiger faces a death sentence but escapes with Pathaan's help. He heads to Islamabad, meeting his adopted son Hassan, rescued during a mission in Ikrit. Tiger reunites with Zoya, ISI agents Abrar and Javed, returning to Istanbul. They uncover Aatish and Pakistani Army Chief General Imtiaz Haq's plan to assassinate Pakistani Prime Minister Nasreen Irani, paving the way for Aatish's rise. Tiger, Zoya, and their team alert Irani, taking her to an underground bunker.
